I talked to my buddy who works for a different DHS agency and routinely works with Secret Service. 

He said that the rules of engagement for Secret Service snipers dictate that they can not shoot first unless they are absolutely sure it's a gun or shots are fired.   He said that besides the risk of collateral damage from high powered rifle rounds hitting bystanders beyond the target, it's also to prevent someone who is using binoculars or a telescope from accidentally getting shot. 

They are to alert ground security and allow them to engage the suspect.  The sniper is supposed to be a last resort.

Just doubling down on teh stupid I see. It only ended that way because Pence refused to deny certification, despite the mob of MAGA cavemen preparing to hang him on the Capitol steps. Next time, everything will be in place to usher in the new era.
