Like any tax, it's less about what is "okay" or "fair" and more about what is tolerable by those who are ultimately paying the taxes. In the case of tariffs, it's the consumers residing in the country levying the tariff. Canadians, in general, pay higher taxes on average than Americans do. We are a consumer based economy, so it stands to reason that fewer consumption taxes usually correlates with higher economic potential in our case. 

But if you're asking about the rationale of why a specific tariff is set so high, that's a different question. I don’t like tariffs at all, but whatever was in place before hasn’t upset the apple cart. But these mofos need to stop pretending that tariffs only benefit a few, and hurt the many. The aluminum mill I worked for is making a sheet ton of money. The workers there make very good money, but the consumers that buy the products made with their aluminum, pay the price. 
 

The sheet we are seeing now is nothing more than a petulant child wanting his way. I know I’m preaching to the choir, but I’m at Guy Fieri’s at the Mt Airy lodge and had a nice night the poker table.
