The thing is none of the MVNOs own their own infrastructure, they contract with AT&T, Verizon or T Mobile. The exception to that is Comcast, I've read that while they've been using Verizon's cellular structure, they're building some of their own. Apparently Comcast carries quite a lot of cellular traffic for the 'big 3' from the cell towers to the telephone switching centers via their fiber optic network.
