No, federalizing the military for civilian law enforcement is generally illegal under the Posse Comitatus Act, which prohibits federal armed forces from acting as law enforcement unless Congress or the Constitution expressly authorizes it.

There is no invasion or insurrection, that would be an exception to the rule. And would still Require Congress and the Coast Guard to authorize it.

National guard is hybrid. When acting under governor's mobilization, it is exempt. Acting under President's orders it is subject to the Act. In this case, it is pretty clear. The guard has to demobilize.
