Ok, name another country populated by hundreds of millions of people that spans the width of the continent, and the jurisdiction of those people per their supreme law is split between two types of entities, and by that same supreme law, authority on elections is delegated to specifically one of those entities.

Once you find that other country, let me know what they did when it came down to voter ID.

You know what would prevent voting fraud at a rate of 100%? Not having elections at all. You'd be crazy not to go for 100% fraud free.
