If they ignore the DOD, then we’ll know this was just all performative theatre. The biggest issue is the form of contracts they use. "Cost plus” contracts basically incentivize overruns. The DOD has been moving away from them for a while though. There are a bunch of tech disruptor types in Trump’s orbit who are doing things to make the procurement process less wasteful and make the weapon systems cheaper. Probably the most famous is Palmer Luckey — he’s doing some pretty cool stuff with drones. That said, while the DOD budget is huge, the overwhelming majority of it goes towards things like salaries, healthcare, and operational costs. It’s not as easy to find waste as the total budget might lead you to believe.
