Older legacy type software is absolutely chock full of exception handling and particularly when it comes to an old government based software stack. In other words, this discovery of funky data tells us nothing at all about actual payments. All it tells us is that there is funky data. Anyone who has any remote understanding of how these types of systems function would have been able to tell you that there will be massive issues in these old databases. Zoomers when they see COBOL:
