The data is one thing and the software code is quite another.  It may very well be the case that the software itself has exception handling for anyone above a certain age in the database.  That would be a very normal thing to do in situations where the data gets old and out of hand as the alternative would be a massive and hugely costly attempt to "cleanup the data".  Older legacy type software is absolutely chock full of exception handling and particularly when it comes to an old government based software stack.

In other words, this discovery of funky data tells us nothing at all about actual payments.  All it tells us is that there is funky data.  Anyone who has any remote understanding of how these types of systems function would have been able to tell you that there will be massive issues in these old databases.
