For the Niners to get to 13-4 they would have beaten the Seahawks head to head. The Rams and Seahawks split the head to head. The Niners and the Rams also split.That eliminates the Seahawks. So the Rams and Niners move to Division record and the Niners have only 1 Division loss and the Rams have 2, so the Niners win the NFCW.Now the Niners and Bears can’t both be 13-4 because they play each other on 12/28 and the loser of that game will have 5 losses. So if the Niners really are 13-4, then the best the Bears can be is 12-5.
