They play 1 half of football, and that offense stalls for half of every game. He has missed a lot of passes. Fair to call it a BS rule, but it's been in place for a few years now and the refs ruled correctly per the letter of the rule.

It's even more strict in the college and high school game so it's not like it's some bizarre adjustment they have to make at this level only.
