Part of it is certainly intentionally scheme.

When the game is close / Eagles are up - priority is on taking care of the ball and avoiding turnovers.

They go more aggressive when down by more than one possession. Every team does it some extent and even with things like run/pass mix but Eagles really take this approach to max.

I think big part of the problem is without a run game to lean on this year, D's can plan on those 'safer' routes knowing Eagles aren't likely to test deep middle which leads to lots of 3 and outs, particularly when the Eagles are up.

Covey being moved to the active roster and not elevated of PS doesn't signal great things for Gipson.

Wonder if they are waiting for him to recover, see how Covey goes in a game and will then cut him. We can hope.
