The one thing I’m sure of is that Goodell has buried nfl officiating fixes. I’m not sure who benefited and probably some have been for prop bets like the other sports but it has definitely happened. Penalties in the nfl happen on nearly every play. It’s very easy to make a call and appear justified while impacting a result
