Either I don't understand what you are saying or you are confused. There hasn't been a back to back (repeat) divisional champ in the NFCE since the Eagles won 4 in a row from 2001-2004. No way two years ago PHI was going to win their 4th in a row.

PHI will still win the division this year and be the first repeat div winner since 2004.
