No.  He can make fantasy football trades but so can other GMs.  Other GMs manage the cap, sign players, renegotiate/extend, etc.

The main thing a GM needs to do well is draft, and evaluate personnel including scouts and other staff.  Howie is bad at those things, the main things a GM needs to do.

An Accountant (he was one!) can handle the contracts and salary cap.  

Look at the Bucs, I've seen many articles and even comments during the game about how it wasn't just Brady, but years of good drafting to build the Bucs team.  Howie cannot do that.

His decision making was so dramatically worse last year I seriously wonder if that big league concussion from the Wild Card game had a permanent effect.  I do remember articles saying he has mutliple weeks of symptoms.

I haven't watched enough Bears' games to have an informed opinion, but I thought Smith was a cornerstone for their defense? Shocked they would give him up.

Don't love giving up the 2021 2nd. Basically we move up 17 slots, get a 2022 2nd, Smith and Foles. Still, we have limited leverage. I'd do it and rip off the band aid.
