From a statistical standpoint, three rounds is still less than the average fired in a modern officer involved shooting. (Back in the single action revolver days of the 70s and 80s when this stuff was first starting to be computed, average engagements were around 3-4 rounds per, however since the adoption of semi-automatics the round counts went up to around 6 per officer per engagement.)

I can't speak to his agencies training practices, so I'm not sure what their training regimen looks like. When I was on quals varied from department from department, and even sometimes between events in one particular qualification course. The usual was five rounds at this distance, five rounds at this distance, etc. In and of itself firearms training w/i LE is just horrid. A plurality of officers only fire their weapons in training once or twice a year. During that time I myself ran in IDPA style competitions, and the courses of fire were way better designed in terms of round counts per target (usually two), use of shoot/no shoot targets, and moving around.

It's possible as a defense he could argue w/r/t the second and third shots that he was also in fear of harm to anyone else down the street, but I haven't seen any video, photo, or testimonial evidence of anyone else being down the path, so I can't speak to if that line of defense is even applicable.

Yes, I believe manslaughter is the charge that should be investigated. In the end of the day the agent was mistaken. There was no danger for his life and there were no others down the street who were in any danger. We may be able to understand why the mistake was made but it was a mistake in any case and a woman was killed because of it.

I had to retake calc II after getting a 1.0 in my first go around. It's probably the toughest class I ever had.
