Protestors should be able to wear masks. It's whenever protesting changes to rioting is when it's a problem. So I can see why just removing it from both sides seems like an option

But peaceful protestors should be able to protect their identity against those that attack them for protesting something

There is no reason for the ICE agents to be masking up, none. They should also have their badges in plain view.
