No, the problem is that one side actually encourages illegals to come here. THAT is the problem. When the Democratic Party and the left in general does away with "sanctuary cities” and stops giving them driver licenses and stops funding NGOs to bring them here, and stops fighting every effort to deport illegals, and stops giving them government services, and stops offering them college tuition, then we can begin a discussion about realistic goals. Until then only one side is serious and the other side is literally the enemy of preventing illegal aliens from coming here.

Additional enforcement at the border was a minor part of the '86 bill, limited only to additional funding for border patrol and security. That's it. There were no promises of "shutting down the border" in the bill. What did happen was criminalizing the hiring of undocumented workers knowingly. You can't get a regular job now without showing identification and providing evidence of work authorization if you're not a US-citizen. What's interesting is that the additional funding absolutely did result in more aggressive policing of the southern border, and some attribute the growth of illegal immigrants to this specific policy. The reasoning is actually sound: it's because those who do go through the trouble of crossing the border illegally don't go back, whereas previously it was common for migrants to cross the border, work a time, then return. They're no longer seeking to return because then they incur the expense of crossing back.
