If it went to each of those equally it would be about $735 per person. No way the current African American population of Evanston will feel like a debt has been paid if each of them get a $735 reparation. If 100 people get $100k each then you'll get 100 happy people and a bunch of others that aren't happy. Given the current framework many of the benefactors aren't even going to be in Evanston. This is going to fail miserably.
