He's referring to building decisions by Robert Moses, who was a major builder in old New York, as described by author Robert Caro in The Power Broker as being heavily motivated by boob thinking.

It's not an entirely baseless criticism of Moses, but probably not one I'd bring up as it's relatively obscure and easily pilloried.

Boat loses power, knocks into bridge in Baltimore causing it to collapse & lives are affected...let's talk about racism from a NY builder from the 1950s.

I heard this on The Food That Built America this weekend.  The claim is that most black people in black neighborhoods couldn't afford cars, and couldn't afford to move, and the government built the bridges just low enough so that buses couldn't fit underneath making it near impossible for black people to access transportation to get to different parts of the cities to work. Given the history of Democrat oppression and racism I wouldn't completely discount the claim.

That was my thinking but happy to be proven wrong if indeed builders built overpasses low on purpose to prevent buses from going under them as a means to stop the transportation of African Americans.

not even saying that wasn't the case, but those underpasses haven't been stopping anyone from getting anywhere for decades.

I can envision some little slight like that back in the day, which would be practically impossible to really prove, but what about buses for White people?  Surely there were more than just subways in NYC for Whites to use.  Did buses for any type of people get underneath?  Would they sabotage an entire network of buses just to keep Blacks in certain areas?  Do buses and trucks fit underneath nowadays?

I live about 70 mi south of Baltimore but never realize how important that port was. Hopefully this doesn't have any supply chain ramifications.

The author here is skeptical of the claims, which were relayed by one of Moses' chief engineers. And to be sure in the decades since The Power Broker was written Moses there's been pushback to many of the claims it contained. 

The author did, however, determine that the underpasses in parkways built by Moses were indeed significantly shorter than others.
