I'd rather see things go the other way and have states raise the compensation to attract more qualified people to the profession.

PA recently took similar actions for various professional fields where they no longer require professional licenses/certifications for certain government jobs. It is easy to say that they should just raise wages, but the reality is that the pay scale for government workers in many fields is so far off of what people can make in the private sector that there would need to be major tax increases to adjust compensation levels to be competitive. This used to be offset by strong benefits and retirement packages, but that is not really the case anymore in most cases (I know this is true for PA specifically).

I understand the dilemma but I don't think lowering the standard is the answer. This isn't really anything new but in the end of the day it is an important role in society and the standards need to be adequate. One of the key things that has made the US such a great country has been having a strong middle class. Lowering the standards of the basic education isn't going to promote a strong middle class over time.
