those who are "not rich" are not necessarily "poor people". you know, like the middle class?

a huge chunk of the spending is in stimulus checks, extension of unemployment benefits that were ending mid-March, and a huge one-year increase in the child tax credit. Two of three of those directly impact "the 90% who aren't even rich", and the child tax credit would still largely favor the non-rich - assuming 9 in 10 parents do not qualify as "rich" I would say that still qualifies.

after that, about 1/6 of the bill goes to states and local government. this is probably the murkiest of the allocation, because this money will be employed by the 50+ states/territories in different ways. with many states facing budget shortfalls because of reduced tax revenue due to covid, frankly a lot of that money is likely to just "keep the lights on" so to speak. remember that states cannot deficit spend as easily as the federal gov't can, because it can't issue bonds to cover deficits. 

the rest - I don't have an exact figure but probably in the $80-100bln range from what I can tell - is split among funding covid related work (vaccine distribution, testing, contact tracing), rent relieve and mortgage assistance, and support for schools and child-care providers to help cover covid-related costs. this will also largely benefit the "non-rich"

Cartoon is making light of gop talking point that 90% of bill is not for COVID relief.  If anything there some tax hikes in it that some will not like.
