my understanding is that what was on the table was making the child tax credit permanent. Manchin objected to it.

So they'd permanently allow people to defer taxes.  It's still deferred taxes, not tax relief.

What are you talking about being "deferred"? This is a tax credit for 2021 that some are getting advanced payments on. It's still a tax credit for parents for the 2021 tax year, you just don't have to wait until you file your taxes to get half of it.
