You also have to be grabbing the inside of the pads/collar. That didn’t happen. Romo is wrong IMO.

    A horse collar is only inside the pads. His hand was not inside the pads. It was in the jersey.

    It’s not a horse collar if he’s making a fist and not grabbing his collar. At best he had a part of the shoulder which isn’t a penalty.

    You can’t put a hand inside the collar but if you look closely Hassan didn’t have a hand INSIDE the collar it was just on the back of the shoulder which is allowed.  Romo can eat a D for keeping harping on it.
