4th and 3.  Take the points, because you don't give the opponent something to build on.    

Then, the best option is to go up 3 scores.  Take the one to make it 17.

I'm much more tolerant of going for it on the 4th down, given the upside. Not taking the PAT to make it a 3 score game is monumentally stupid.
