They didn’t call it PI because he had him stride for stride.  When you are lagging and touch like that, it’s called.  when it’s visibly good coverage, it’s just better optics as incidental contact.

Arm was extended and he grabbed jersey. That's called as PI half the time if the DB doesn't get his head back around to look for the ball. He did at the last second but it was borderline.

To be honest, I think they would’ve thrown the flag if he wasn’t close to stride for stride with him. If he was trailing by a good amount and didnt turn his head around and then had contact they definitely throw the flag.
