Honestly, I'm not familiar with water rights and like in California, so I asked Grok if water can flow from northern to southern california.  Here's what came up:

And if the above post is a good summary, then it would be very Trump like to steamroll deregulation and cut out corruption to get water flowing in a more efficient manner.

He’s a moron.  He’s been told by the locals who actually understand the water challenges in Cali what the actual issues are.  But because he’s a moron he gets fixated on unrelated problems.  It’s a waste of their time, our time, and even your time (as insignificant as that is).
