They only have to use the designations for players they want to release straightaway usually the prime candidates are players who have roster bonuses that vest in March, if a player has no such options they can just release / trade people actually after June 1st to get the benefit of splitting dead cap.

Williams = Ojomo stepping into bigger role
Becton = Steen, draft pick, Stoutland U student
Rodgers = Bringing Slay back, Ringo stepping up, later FA addition
Burks = Either he comes back or we rely on Trot Jr plus other late FA addition and wildcard of Dean getting healthy timeline

They'd probably cut him if it wasn't for his contract. Goedert is great when healthy but he's not been healthy for long and it's only going to become more of an issue

Yes, I agree if you trade him at all it would likely be at the deadline (a la Ertz) after we established that the new TE1 could hold down the job.  Honestly, that's asking a lot from a rookie.

Eh, if you wait until after the season starts, you've paid him his almost $14mm roster bonus. The sweet spot to trade him is between June 1 and the start of the season, shifting the roster bonus to the acquiring team.
