I remember at the time of the league passing 0 to be a number there was some report of Eagles also potentially wanting 00, but there was some either or argument behind it all.

No. Bengals own his rights. He could retire or not show up all year and the contract would toll. He would have to show up by the deadline to earn an accrued season to fulfill his contractual obligations.

This is not the same as a rookie or veterans refusing to sign a deal or the one year franchise tag contract. Hendricks agreed to the deal so the Bengals hold his rights until he fulfills the deal or the Bengals relinquish his rights.
