No, this is the one thing college does right. Replay shows that is:

1: no targeting

2: unavoidable

3: a regular football play

Imma say it, PUT FLAGS ON 'EM. The penalty on Smith for taunting and Reed for holding up and barely touching that chump Ferguson were utterly horrendous.

For Targeting they toss the player. It can still stand as personal foul - just not with the launch or intention to head or neck
