The OC role, the play calling is all new to him and then needing to defend his decisions to the press when it doesn't go well... very new.So, when we are comparing his Presser to Patullo, its like comparing a presentation by a PhD versus an undergrad fulfilling his senior project. Fangio is an NFL lifer. Patullo is still very green in his current role, which does include the press, but more so needing to defend his decisions publicly and he's unsure how to do it. He needs some leeway. And comparing his presser's to Fangio is just unfair. Comparing his game plans also, or his ability to play call. We are going through the growing pains now. The second half this week was a positive after a very big negative in the first half. Progress is progress. I see progress, and we are winning while getting the progress.

Here is part B which details under 4 games. As you can see, they can sign him only by free agency. Vested veterans who are released are always free to sign anywhere. By your own first post, he is not going through waivers, so Section B does not apply to him, only section A.
