He's of HOF quality. The guy is a legend as Defensive Coordinator and probably the best one in our era. I don't know if he will make HOF. Unlikely, but not impossible. It's a whole body of work. I'm not on the committee. I'm saying he can be the exception. Not that he definitely will make it. You are speaking in absolutes that he's not making and it is not worthy of consideration. As far as I know there are no rules prohibiting induction of defensive coordinator. Especially if the person has also been a headcoach. Which gives him a little more prestige.

I am talking about how he got elected.No way in hell do they just randomly put him in 38 years after he finished playing.He was a DC who won 2 SBs and was inducted in 2010 after winning his 2nd SB in 2008.
