I think a lot of Democrats find the woke stuff silly, but it's not enough to actually turn them away from the party. This kind of stuff does lose the middle and swing voters, though, and they are proving to be more critical than ever. At the same time, the Millennial/Gen-Z vote is increasingly important, too, so some amount of pandering does have to be done in that direction. Ultimately, I do think the lack of productivity in Congress is probably the most significant thing driving down turnout across the board, but there's not much room to make things move with power so evenly divided.

I think this generally follows the generational patters we typically see with American voters. People generally don't start consistently voting in large numbers until they're in their 40s and 50s. They aren't voting much now, but they will make up a significant portion of the voting bloc in 10-15 years. Boomers weren't very active voters themselves in their 20s and 30s (although, I do believe they participated at a relatively higher rate than MIllenials/Gen Z are now. Their numbers are just abysmal).

And the ones who never grow up will still either not vote or vote for Democrats. Pandering to people whose vote you have zero chance of losing is idiotic. On the one hand, people might become slightly more conservative as they age, but I think what's more of a factor is that liberal ideology generally drifts leftward and leaves people somewhere further right on the spectrum. So, for example, I don't feel like my views have shifted much since I was 18. I'm basically as "liberal" as I was then if only with a more nuanced view of things, but what has definitely changed is that Democratic policies have drifted so far leftward that occupying the same positions that I held 15 years ago makes me look comparatively moderate. I think, generally, policies drift leftward more than people drift rightward.
