Even if we aren't buying Russian oil directly the partial removal of their supply to the world market will impact the price we pay at the pump. That will also then have a secondary effect in the cost of shipping goods, but it still wouldn't be fair to put the Ukraine war this high if you're talking about inflation overall, which largely is at the feet of the public response to Covid and the money printing that was necessitated by it. The list of things Biden did or didn't do contributing to inflation is there, but even if Biden did everything perfectly to minimize inflation we'd still be seeing a high number.
