It just seems counter intuitive to decide the need for covid relief based on what people made 2 years ago. If you were a single dude making 85k in 2019, but now you lost your job and deliver door dash and make 15k a year, you probably need that money more than someone making 70k who has been completely unaffected.

I agree, just pointing out the irony that I'm sure a lot of people in that in that situation and making 85k were probably saying what I posted above whenever poor people were faced with a crisis.

All of these types of policy programs run into great difficulty in practice if one tries to go into any level of detail.

I don't think incoming Presidents typically give one, since they've just been inaugurated.

You are correct -- new Presidents don't give a formal state of the union. Trump gave a speech to a joint session in Feb 2017, but it wasn't a state of the union speech. I believe Obama did something similar re: stimulus.

I haven't looked it up but what is normal in terms of how long a new POTUS is in office before they give their first speech?  Do you know off hand?
