Under the PA Constitution the electors are requried to be given to the Candidate who has the most votes. That would be Biden with over 45,000 vote lead in PA. The Governor is the one who holds the power, not the House.

Trump is as mentally unfit as anyone in history and it didn't happen to him. There's exactly a 0% chance it happens with Biden.

Right, the states have varying dates and procedures for when and how they must certify their election results, but Dec. 8 is the federal deadline for all states to settle any controversies relating to the appointment of Electors.
