There's a lot in this bill that doesn't fit with the very narrow definition of infrastructure (roads & bridges) that Republicans are trying to use. 

Things Republicans are arguing are not part of infrastructure:

  1. Expansion of Broadband
  2. Building new and upgrading existing public schools 
  3. Power grid investments
  4. Electric vehicle rebates & tax incentives
  5. Replacing all remaining lead pipes (see: Flint)
  6. Investments in mass transport systems

In the minutiae, an analysis by Bank of America agrees with Biden that the plan will help bring manufacturing of computer chips back to the US (https://www.wsj.com/articles/biden-urges-50-billion-to-boost-chip-manufacturing-in-u-s-11617211570).. I'm a bit skeptical of anything that claims manufacturing will come back in a meaningful way here in the US, but he's certainly taking a swing at it here - and the reasons to bring at least some of this production back extend beyond just protectionism. 

The more controversial elements are around the "care economy" components - things Biden/etc. believe will help free up unemployed and underemployed Americans from some of the burdens that prevent them from fully engaging in the job market. 

If it doesn't pass through congress, Biden should just divert pentagon funding to pay for it. Republicans thought that was pretty good idea the last time that was done.

I'm not sure why they're arguing that broadband expansion, power grid improvements or fixing lead piping aren't infrastructure.  In the 21st century, the first two certainly are, and it's hard to believe we're even still talking about the third one.

Expand the definition of infrastructure! We're 21 years in the 21st century for chissakes!

They're mostly sticking to simple terms they think can win headlines ... "not roads and bridges!" therefore not infrastructure is dumb.

Right, but adding things in that are both popular and infrastructure-related seems pretty stupid from a PR perspective.  They should stick with their usual tactic of choosing one small, largely inconsequential portion of the bill and talking about it ad naseum, like "Death panels!"

Trump talked about doing an infrastructure pan and  a lot of this was supposed to be in it. To be fair, trying to pass legislation is time consuming and takes time away from golfing and rage tweeting so it's up to Biden to pick up the ball and run with it.

We saw how Foxconn worked out aka a total disaster so not holding my breath on bringing manufacturing back.
