A 250 person flight would require each passenger to weigh 660 pounds to equal that. In other words, the passenger section could be full of 400 pound obese McDonald’s eating fat arses and each person could bring on a 100 pound suitcase and there’d still be an additional 150 pound capacity per person remaining.

Just to guess,, I'd say the plane is probably equipped differently in a way to allow it to fly with more weight. Also fuel cost probably is not an issue as it is with a commercial passenger flight (when the plane transports the shuttle, the flight is not designed with profits in mind).
