I'm willing to bet there isn't a decision made in regards to player/personnel that isn't discussed between both Howie and Lurie prior to making the call.  Anyone who thinks that Howie has autonomy over all player/personnel decisions will soon realize that hasn't really been the case.  Howie might not necessarily "ask permission" but you better believe he likely has long discussions with Lurie before any decisions are made.  And it's probably been like this ever since Chip Kelly left.

What if he is actually Lurie?

My take on the unique psychology of the Lurie/Roseman/Doug power structure:

It's no secret that Lurie and Howie had a very similar upbringing.  Neither had the physical opportunity to participate in competitive sports growing up.  Lurie admired Howie's rapid ascent through the football ranks given that similar background.  Their common ground and almost certainly common wavelength in personnel opinions also introduced a very intimate relationship...one that allows Lurie to have his cake and eat it too.  Howie almost certainly makes Lurie feel and be heard.  Lurie gets to have very meaningful involvement with the day-to-day of the team without the public exposure and stigma of being a meddlesome owner like Jerry Jones or Schnider.  A big name "football guy" at GM?  That's a gamble if they'll let Lurie step into that inner circle of decision-making without the accountability and stigma that come with it for the owner.  But Howie always will.

Step down a rung to Doug Pederson.  He was just happy to get the job in 2016.  He's a mild mannered guy with a manageable ego who was happy to defer to a GM without that football background (and don't get me wrong, I'm not arguing that football background is necessary; but the lack of it makes it harder to command respect from others in this business).  But with Doug, Howie didn't have to fight for that.  Doug literally got fired today because he wouldn't let them continue to pull the strings anymore.

This is all about control.  Howie is here because of the control he slides under the table to Lurie.  Doug was here because of the control he deferred to Howie.  And the new HC who is hired will be someone who yields to this structure.

That’s not all that matters. A rebuild with the wrong guy is disastrous.

It defies logic.  Howie knows better, but has no conviction, even though he's the boss and is supposed to have final say?   Howie knows what to do and doesn't do it?    Then he's incompetent.
