TC would at least give them some idea. Yes they should make a decision before camp that is when most teams will be looking for QB upgrades and pay the most for a QB. Lets say you want to go forward with Hurts and the QB market for Wentz right now is New England and the Colts. By the time camp is over those teams will already have made moves to get their starting QB in place because they want their projected QB to be there during camp. So the market for Wentz gets smaller and smaller the longer he is on the roster and it may get to the point where there would be logical path to move him and his contract.

That's not where you look for top starters, it's where you hope to get lucky. Watch Howie pull off this rebuild in two seasons, he'll clear out the cap by 2022, and he'll find ways to find extra draft picks, and he'll draft for upside, not what his coaches ask for to win now. I also think after the "dream team" and grasping at a repeat, both Lurie and Howie will ignore coaches who clamour to give money to fix holes to older FAs - from now on, Eagle FAs signings will probably be either prime beef (Brooks, Jerrigan, Hargrave) with the contract effectively ending by age 30 or younger, or 1 year patches. And I'll bet they'll be more conservative with extensions to their veterans.
