Even when the party line vote is a roadblock to the projects in their district. The legislation got passed anyway, the project got done, and they feel like they can champion they did the right thing all along. No. How can you represent a district and have to consult your staff for a response? I believe her staff convinced her a "No" vote on those bills was the best thing for her constituents.
