Why would anyone go the legal route if this is the case? Why don't you just have open borders and let them freely come in and save them the humiliation of dealing with smugglers and taking other risks? You will probably see less kids coming without parents also. What is going to happen to the kids in cages? Are they going to be adopted? Put into orphanages?

I only mention relaxed borders as the BBC video i sent you and its following video mentions Biden's less stringent borders being exploited by mass immigration. I don't know who's policies are more just, personally neither seem to be the right answer. One sounds far too harsh and the other is at the other side of the spectrum.
