The mortality rate for young people is significantly lower than the mortality rate for the oldest segments of the population. So if they’ve been able to prevent their older segments of the population from getting infected, that would have a huge difference on their overall mortality rate.

Lots of factors to consider. They're a very small but extremely wealthy country so rapid and wide spread testing across the country would have been possible early on which could have helped isolate outbreaks and identify asymptomatic carriers. They also use virtual slave labor for many jobs meaning that 1) Qatari citizens can isolate/lock-down easily without the whole country coming to a stop and 2) I would be absolutely shocked if they're counting deaths among those workers accurately given their treatment in the past.

Whoever told you that is lying, or not understanding what they were looking at when they told you that data. Hdroxychloroquine has NOT been proven to be effective. The ONLY "evidence" that has ever supported its usage, was selectively chosen case reports. Case reports do not prove causation, but merely show correlation. And case reports should NOT be used to guide clinical decisions.

Right, which are not randomized double blind clinical trials with a control group. Again, case reports show correlation, they do not prove causation. Just because a patient recovered who also was taking HCQ, that does not mean they recovered BECAUSE they were taking HCQ. That’s what a clinical trial with a control group would prove.
