The health department gives them out if they don't have health insurance or are on medical assistance. https://www.montgomerycountypa.gov/1121/Immunizations The only reason a child remains unvaccinated after the kid is a year-old is because the parents are being willfully negligent. They haven't seen a pediatrician. It will catch up once they register the kid for school. They will need both doses of MMR to enroll. Or they have to homeschool to avoid detection. Anti-vaxxers find a way.

This was especially true during the Omicron wave in Jan '22.
