They were ever present reminders to behave like were in the pandemic we were in. They also prevented a few contagions on the margins, but those small percentages go a long way when your on the global scale.

But people don't want to hear "look can't give you a bulletproof defense but based on our experience these seem like the most reasonable precautions we can recommend until we know more" They didn't make these guidelines up in some absurd attempt to grab power. They were dealing with a panicked public and being asked for guidance, and they gave the best they could at the time and adjusted the guidance as they learned more and as the virus mutated.
