There was a big push to hire recent public health grads/even students to help but we're starting to exceed capacity in a lot of states. Funding has also been an issue at both the federal and state level for these programs. Even grad students have a limit on what they're willing to work for. The programs were working decently well when the numbers were low over the summer, but not so much now when the numbers jumped. Schools have been managing their own contact tracing and isolation protocols for the most part so that has helped keep that off the state program's plate at least. This is how it's supposed to work: https://www.cdc.gov/coronavirus/2019-ncov/php/contact-tracing/contact-tracing-plan/contact-tracing.html Close contacts should isolate for 14 days even with a negative COVID test. They recommend close contacts getting tested so the state can further contact trace but if that's not happening you can just stick with the 14 days.

It's still the best way to identify and isolate exposures even if you can't keep up with the volume or some people ignore the advice. Unless you go to full state-wide quarantine, then it would be pretty pointless.
