They just needed a 2/3 majority to do so, which ensures that such an action would be done with the full support of the electorate and would be unlikely to pass for political gamesmanship. These measures pertain to what are truly matters or life or death; changing the Constitution to allow for termination by simple majority would inevitably put EVERY future state of emergency at the whims of unscrupulous PA Republicans. This is a power-grab, pure and simple.
