The nice thing about being the minority power is that you can invent any false narrative you want and project an alternative that doesn't need to be grounded in any semblance of reality. This ridiculous notion that Trump's mere presence would have had any appreciable affect on gas prices has been definitively disproven not only by common sense but by people far more knowledgeable on energy industry realities than you or me. Not only is the white house's ability to increase or decrease oil supply in the short term incredibly limited, oil supply itself doesn't change our refining capacity which is the huge bottleneck here to supply at the pump. Only a small percentage of drilling is done on federal land. And in the four years Trump was president zero progress was made on the XL pipeline. Not that facts matter, because nothing will pierce the fantasy bubble you've constructed. But here on planet earth we have to deal in reality. There are things Biden could be doing. But if you think Biden's reluctance to suspend or eliminate Trump's tariffs is problematic, what do you think Trump's aversion to admitting that perhaps trade wars are stupid and he should admit he was wrong would make you feel?

Secondly, the expansion would increase the capacity , pipelines are much cheaper in delivering crude, than over the road or by rail. Over the road delivery/trucking costs are driven by the price of fuel.... so when it costs more to truck, it will cost more to produce.
