I also thought it would depend on what you were caught for before. So if he was on the drug protocol for steroids but, then tested positive for weed they would let him go is what I was thinking. So breaking those rules more then once it doesn't matter what it is for then?

PED policy was different punishments for something like steroids showing up vs a masking agent showing up. The more times you fail for the same thing the harsher the punishment. But it didn't matter if you were strike 1 or 2 on substance abuse and vice versa. Then there's substance abuse policy, which I don't think gets punished at all anymore unless maybe it's something hardcore. Marijuana isn't punished anymore. So I don't really understand why he would miss a substance abuse test, unless they just combined the policies or something.
