I guess if the scenario of the Saints getting in happens it will help them to move one spot up if they lose. Otherwise they are likely the lowest.

I didn't realize they lose all the tie breakers with the AFC teams with 9 or 10 wins. Even their 5th, 6th, and 7th seeds are around there.

When it comes to draft order they win all the tiebreakers, meaning they will pick before all the other teams. It goes by record and then strength of schedule which the Eagles have a very low one. 
 

AFC will all have at least 10 wins. So only if someone like Saints get in with 9 and Eagles win to get to 10 will draft order change, assuming they lose wildcard round.

Only reason to play him would be to help DeVonta get the rookie season record for the franchise but it isn't worth it.
