I tend to believe if the chargers didn’t call a timeout then raiders run a play and if they got into field goal range the raiders likely would’ve called a timeout with 2 seconds and tried a long field goal anyway as long as it wasn’t something like 56+ yards.

I think he was trying to get the defense set. Or stopping the Raiders on third down would then lead to a punt so the Chargers could then kneel it out.

I don’t buy that. Their strategy changed when Jacobs ran for 10 yards on third down. 

 What is the purpose of calling TO there? None. Zero. Out of FG range, clock running. You want that thing to keep ticking.

Not really.  He was an in-house replacement.  Not a product of a franchise-focused off-season job search.

If the Raiders didn't want a tie, then why were they running the ball over and over at midfield and letting the clock run all the way down?

They clearly were not playing to win, they kicked a FG because they were in FG range, but they weren't trying to preserve time or anything. They didn't use any timeouts or throw any passes.

The Chargers gifted them a FG attempt by playing awful run defense.

I think it comes down to if the Chargers would have stopped Jacobs for no gain or a 3-4 yard loss then I think the Raiders might have debated just getting the tie. I still think they would’ve called a timeout with 2 seconds left and attempted the 56-57+ yarder.

Yup. Unless that Vegas coach was cool with going to KC instead of Cincy, I would assume he would have kicked a FG if it was within a reasonable range.
