The rule itself is racist quite honestly.

The "best candidate" is highly subjective, and it's well known that your network determines your job opportunities, in and out of football. People hire those who they know and/or feel comfortable with, so if the people hiring are white, with a network of white football guys with whom they've socialized for decades, they're going to hire out of that group.

There are numerous studies showing that if a "black name" is on a resume, even though the resume is identical to that submitted with a white name, that applicant is far less likely to be interviewed for a job. Implicit racism is still widespread, especially when combined with "signals" that also denote class.

So combine the "good ole boy" networks with implicit racism, and minority candidates have large hurdles to overcome.
